WARREN COUNTY, N.Y. (NEWS10) - There's planning going on in the county that Lake George and Glens Falls call home. Warren County is working on a new Comprehensive Plan to set goals for the future, and wants input from everyone who lives there - as well as those who don't. The survey includes questions about public recreation, followed by an optional set on demographics. SCHENECTADY, N.Y. (NEWS10) - Voters in more the two dozen Capital Region cities and towns are deciding who will run their municipalities. Mayor races are on the ballot in four local cities.One of them is Schenectady. Democrat Gary McCarthy is trying for a fourth term. He's running against two other candidates, republican Matt Nelligan and Ed Varno who's running on the working families line.McCarthy has been at the center of Schenectady's downtown revival. But he claims distressed properties is still one of his biggest priorities."People in urban areas don't maintain their property, the let it go down," said McCarthy. ALBANY, N.Y. (NEWS10)--Starting November 1, applications are being accepted for the Home Energy Assistance Program, known as HEAP. Low and middle income households can receive up to $976 dollars in heating assistance if they meet certain qualifications."You have to have a bill, and it’s also based on household income and size, as well as the type of fuel people use would determine the benefit," explained Barbara Guinn, Acting Commissioner for the New York State Office of Temporary and Disability Assistance.HEAP also has a repair and replacement program for eligible homeowners."If they have heating equipment that is either unsafe or not operating, they can also receive help through the HEAP program to repair or replace that equipment," said Guinn.New Yorkers are encouraged to apply online through the New York State’s Office of Temporary and Disability Assistance website or their county’s department of social services.https://otda.ny.gov/programs/heap/Kari Kelly, a consumer advocate f...Investigation into stolen vehicles leads to an arrest

SCHENECTADY, N.Y. (NEWS10) -- State Police arrested Brendan A. Coogan, 29, of Schenectady. Coogan was determined to have stolen a utility truck and a construction trailer from a business in Princetown on July 31. Coogan, who was being held at the Schenectady County Correctional Facility on an unrelated matter, was arrested on a warrant. He was charged with criminal possession of stolen property in the fourth degree.Coogan was transported to SP Princetown for processing and arraigned at the Schenectady City Court. VESTAL, N.Y. (WIVT/WBGH) — A tree from Upstate New York is heading to the Big Apple this holiday season. ST. LOUIS – St. Louis police are investigating a shooting in downtown Thursday afternoon.The shooting happened at 14th and Market streets prior to 4 p.m., according to Sgt. ST. LOUIS -- A man is under arrest for a fatal shooting Sunday. Edward Gray is accused of killing Charles McBride, 42, in the 7800 block of Rio Silva. He faces charges including murder, armed criminal action, and unlawful possession of a firearm. He is being held in police custody with no bond allowed.Officers were called to the Carondelet neighborhood on October 29 to investigate a shooting. A caller told police that his friend was shot inside an apartment. Police found the victim in the kitchen of the vacant apartment with gunshot wounds. Benefiting from significant recent snowfall and temperatures conducive for snowmaking operations, two more Colorado ski areas have announced they are opening this week, bringing the number of operating areas to four.Eldora and Winter Park will kick off their seasons on Friday. Eldora’s opening comes two weeks earlier than scheduled and will mark one of its earliest openings in the past 30 years. Eldora has received 15 inches of natural snow in recent days and plans to open three trails with a vertical drop of 1,000 feet. A small terrain park also will be operating.Winter Park also received 15 inches of natural snow in recent days.
